Transit services refer to those mass public transportation systems designed to supplement local networks by providing buses and shuttles that can give mobility to those unable to drive or afford a personal vehicle.  In rural and suburban areas these typically come in the form of small buses, vans, and other dial-a-ride services that allow special needs populations to achieve a level of mobility and accessibility otherwise not available.  In Georgia, rural and suburban/small-metro programs are supplemented via State and federal funds made available to local governments that can be used to offset the costs of private service providers.
